Government Authority located in Albany, Georgia; USA based organization looking for expert vendor for transit development plan consultant services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide transit development plan consultant services on an as needed basis to the government authority located in Albany, GA.
- Public participation plan - Work with City staff and the Advisory Committee to update existing transit goals, objectives, and policies.
• Conduct telephone interviews with identified city stakeholders.
• Recruit participants for all discussion groups and workshops and verify their attendance with follow-up reminder phone calls,
• Prepare for and conduct discussion groups prepare for and conduct three public meetings early in the planning process,
• Prepare for and conduct workshops as part of the alternative analysis process. document the public involvement process and results,
• Follow the guidelines of the DARTS MPO plan,
- Development of TDP,
• Collect and review demographic, socio-economic, land use, and transportation data, as available. Review DARTS 2045 LRTP data for consistency between plans,
• Review and summarize past plans, studies, and documents relating to public transportation, as available,
• Assess data to determine need for transit service in relationship to community goals,
• Prepare maps and graphics illustrating baseline conditions related to transit. Define organizational goals and objectives,
- Inventory and evaluation of existing transit services,
• Develop listing of local public and private transit providers in city and compile inventory of existing transit providers, private and public,
• Perform a trend analysis of existing system,
• Perform a peer group analysis of existing system,
• To evaluate the performance of an existing transit system, including the effectiveness of the existing bus route structure and services and the financial performance of its component bus routes so as to identify areas of effective and efficient transit service operation, along with areas of ineffective or inefficient operation and revenue,
- Transit demand and mobility needs,
• Develop and document transit demand estimation techniques,
• Develop transit demand estimates for 2 to 3 year(s),
• Develop quantitative transit needs profile by population segment for base and future year(s),
• Estimate unmet transit needs and present as a percentage of total need by geographic area,
- Development of related plans.
(2) All question must be submitted no later than November 15,2019.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
