Government Authority located in Augusta, Georgia; USA based organization looking for expert vendor for debris monitoring and financial recovery services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide debris monitoring and financial recovery services includes damage assessment, environmental assessment and permitting, emergency planning and response, field monitoring, infrastructure restoration, and other services as needed to the government authority located in Augusta, GA.
a. Respond to request for assistance within two (2) hours of the end of an anticipated event or four (4) hours of notification following an unanticipated event.
b. Review and evaluate proposed of designated temporary debris management sites (TDMS).
c. Assist in obtaining any necessary local, State and Federal permits for TDMS.
d. Conduct ongoing environmental data collection per local, state, and federal requirements for TDMS.
e. Assist with damage assessments and debris estimates.
f. Recruit, hire, train, deploy, and supervise properly equipped monitors.
g. Establish daily schedule for monitors.
h. Monitor debris removal contractor operations and make recommendations to improve efficiency and speed up removal and recovery work.
i. Coordinate daily briefings on work progress, staffing, and other key information with Augusta Richmond County.
j. Assist Augusta-Richmond County with responding to public concerns and comments on the debris
removal process.
k. Certify the debris contractor vehicles for removal using methodology and documentation practices
in line with guidelines in the FEMA 327, public assistance debris monitoring guide.
l. Provide necessary vehicle placards for identification and tracking of debris contractor vehicles.
m. Monitor and record the volumetric measurement (cubic yards or gross empty weight) of each truck in service on the debris removal project.
n. Monitor multiple truck pickups, issue load tickets, record load site information, delineate FEMA designations, and document contractor actions in cases of damaged property or other field oversight
functions. This shall include the use of pictures, GPS coordinates, and mapping.
o. Stop work in progress that is not being performed or documented in the appropriate manner.
p. Provide TDMS monitoring at various locations chosen by Augusta-Richmond County, including sites that handle material from multiple locations and different contractors.
q. Provide public drop-off site monitoring if Augusta Richmond County opens such sites.
r. Maintain a list of potentially hazardous locations and situations, coordinate, and track the appropriate dispatch of staff and equipment to remediate the hazard, and make frequent reports regarding the hazard, remedial action, and post-event status.
s. Survey affected areas for special situation or emergency needs to include, but not limited to: identify tree stumps and the management of root balls and associated cavities, hazardous trees (hangers and leaners), construction and demolition (C&D) debris, or other potentially hazardous situations.
(2) All questions must be submitted no later than August 22, 2019.
(3) A mandatory pre-proposal and telephone conference will be held on August 19, 2019.
(4) Contract term will be three years.
