[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide comprehensive employee compensation and classification study services to the government authority located in Tybee Island, GA.
- City’s objectives are to attract and retain qualified employees, ensure positions performing similar work with essentially the same level of complexity, responsibility, and knowledge, skills, and abilities are classified together, provide salaries commensurate with assigned duties, clearly outline promotional opportunities and provide recognizable compensation growth, provide justifiable pay differential between individual classes, maintain a competitive position with other comparable government entities and private employers.
- Compensation study shall be made in accordance with generally accepted compensation methods and in accordance with applicable federal and state law,
- Review the City’s current compensation plan (salary, grade levels and pay ranges), understand current challenges to recruiting and retaining employees and propose recommended strategies of the City.
- Conduct interviews and/or job audits as appropriate. Interviews and/or job audits may be conducted individually or in groups based upon classification.
- Review and update current job descriptions to uniformly reflect the distinguishing characteristics, essential job functions, minimum qualifications (education/experience and knowledge/skills/abilities), working conditions (physical demands, work environment, and travel requirements) and certification/licenses/registrations requirements for classifications needed.
- Identify Officials & Administrators, Professionals, Technicians, Paraprofessionals, Administrative Support, Skilled Craft Workers, and Service employees, including Fair Labor Standards Act (FLSA) status (exempt/non-exempt.).
- Identify and recommend a consistent and competitive market position that the City can strive to maintain.
- Recommend comparable labor markets, including both private and public sector employers for the compensation survey. The City requires final approval of the labor markets to be included in the study.
- Develop and conduct a comprehensive compensation survey.
- Recommend appropriate salary range for each position based on the classification plan, the compensation survey results, and internal relationships and equity. The consultant will prepare a new salary structure based on results of the survey and best practices.
- Develop guidelines to assist the City staff with determining the starting pay for new employees based on knowledge and experience above minimum requirements of the position, how difficult the position is to fill, and market competitiveness.
- Identify career ladders/promotional opportunities as deemed appropriate.
- Recommend implementation strategies including calculating the cost of implementing the plan.
- Identify any extreme current individual or group compensation inequities, and provide a recommended corrective action plan and process to remedy the situation.
- Make recommendations and provide implementation strategies related to other key compensation practices based on market demand, including pay for performance, skill pay, certification pay, bilingual pay, promotional pay, and acting assignment pay.
- Develop and provide a straightforward, easily understood, maintenance system that can be used to keep the classification system updated and equitable.
