[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide unemployment insurance benefits debit card services for state department of labour is seeking a comprehensive solution to the government authority located in Atlanta, GA.
• issuance of new and replacement UI debit cards in compliance
• account set up and posting of payments within twenty-four hours
• immediate electronic processing of all transactions between state department of labour and the contractor in compliance with the file layouts specified in the technical requirements
• testing and quality assurance of electronic processing
• free multilingual customer service to claimants via a toll-free call center located in the united states, interactive voice response, and a secure website
• resolution of card errors and issues, lost and stolen cards, and fraudulent activity
• processing of returned funds on unpinned cards
• escheatment of funds in dormant accounts in accordance with the official code of state annotated title
• pin based and signature purchases at point-of-sale terminals throughout the united states and Canada
• ATM terminals throughout the united states and Canada
• marketing collateral to roll out the new debit card and provide brochures and fliers to place in the state department of labour career centers, offices, etc
• instructional materials for claimants on using the debit card; ATMs; managing and safeguarding their pins, troubleshooting, and customer service support
• training materials for internal state department of labour staff, including ongoing updates as needed
• daily settlement of funds to retailers and ATM owners, either directly or through financial intermediaries such as third-party processors and ATM networks
• daily, weekly, and monthly reports to state department of labour on program data and activity
• business recovery and disaster recovery, including notification to cardholders, with minimal disruption of service
• processing of returned mail
• account management services.
(2) All questions must be submitted no later than February 21, 2019.
(3) The term of the contract shall be two years.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
